  INTRODUCTION There are some vital issues that we have not failed to know and understand about the topic under discussion. First and foremost, we have succeeded in bringing into cognizance that one of the support agencies which its role deals squarely on unemployment and underemployment in Nigeria is National Directorate of Employment (NDE). It was established by the federal Government in November 1986 which is solely dealing with menace of mass unemployment in the country as it was stated in its four core programmes and it was inaugurated on 30th of January, 1987.on the other hands, the cooperative societies are not exempted, in so far that the both are promoting the creation of employment opportunities for cooperators . co-operative  itself cuts across every facet of social ,political and economic aspects. For instance, Nigeria Agricultural and cooperative Bank (NACB) which was constituted in 1973 by the federal Government with an initial capital of twelve million Naira ( N12m). In this direction of cooperative societies in the agricultural sector with the provision of credit facilities  in furtherance , Nation Directorate of Employment has the following cardinal objective to achieve especially in generating employment. Ensuring that cooperators or job seekers becomes entrepreneurial oriented and pay less attention on government paid employment and thus  resolving drastically the high level of unemployment.  Before we round off, ascertaining policies that have worked in addressing unemployment in Nigeria is rather difficult in light of the incredibly high and rising unemployment rate and at least around 1.8million youth are entering the labour market every year (falusi,2014). Different programmes have been introduced by various administrations over time to address youth unemployment, which has been  an issue of significant public concern since the days of SAP. Infact, youth unemployment become the focus of the social policy of the military government that ruled Nigeria for much of its years as an independent nation. The initial reaction of the government was to draft unemployed youth  to public programmes such as operation feed the Nation (O F N) and the directorate of Food , Road and Infrastructure (DIFRRI), which provided immediate and direct job to participants interested in Agriculture. However, with the transition to civilian rule in 1999, successive civilian administrations including the current leadership have carried to refocus unemployment programs, discontinuing many of the old programs, restructing some of them and creating new ones. It should be noted that as a federation, public policy on employment has made youth the primary constituency of concern. Consequently, certain institution arrangement and agencies have been established to promote employment among youth. Three of the current and most prominent programs include the subsidy Reinvestment and Empowerment programme  (sure-p ), the youth Enterprise With Innovation in Nigeria (You-Win) and the Osun state Employment Scheme (O’Yes).among others.
