INTRODUCTION
The Nigerian economy has deeply relied on revenue generated
from the sale of crude oil for the running of government activities and this
has brought reckless spending and mismanagement of public funds in governance
(Adetula, Adegbenjo, Owolabi, Achugamonu & Ojeka, 2017). Before now, Ministries
Departments and Agencies (MDAs) in Nigeria have the autonomy to expend part of
the revenues it generates on behalf of the federal government, this led to high
cost of cash management and revenue leakages in the Nigerian treasury which is
increasing every year.
