INTRODUCTION
The continuing dialogue on the
subject of global decline in voters’ turnout during elections has raised major
concerns not only among political scientists, intellectuals, researchers but
also among different renowned electoral institutions and governments
(Ballington, 2014). While the decline in voters’ turnout perpetually marvels a
good number of the world’s population, certain schools of thought have been
raising serious doubts over the expediency of the theory and practice of the
highly regarded concept of democracy, as it presents itself in contemporary
times. Because the basic prerequisite of democracy is the representation of
popular will, these schools have continued to affirm the necessity for member
nations in the international system to internalize the dividends of democracy.
Albeit it will be untrue to postulate that low voters’ turnout at elections has
some level of peculiarities in the globe, as it is a universal problem. Yet, it
is of great importance to note that the level of decline in voters’ turnout
globally cannot be commensurate (Alako, 2010).
